I've read a few reviews that say it's actually a pretty "measured" accounting of W's life. And that he is seen as a "tragic" figure. I'm still (occasionally) torn over whether he's merely supremely incompetent, and through his warped right-wing-uber-religious-nut-view, surrounded himself with crazy/evil, or if he's really as big a liar/evil person as Cheney, Rummy, Condi, etc., etc.....
